Partner Overview: The Workforce Development Agency has 2 full-time counselors at JOBsolutions. Our
counselors provide in-depth assessments of the needs of our business customers and
comprehensive services to both employers and job seekers.
JOBsolutons counselors are dedicated to helping businesses improve productivity and decrease turnover. They have the experience, expertise and the latest tools to make the best match between employers who need good employees and people looking for the right job. JOBsolutions counselors coordinate mass recruitments, ease the pain of downsizing and can even provide very low-cost criminal background checks.
Conducting an effective job search requires that our customers have a realistic understanding of their abilities, aptitudes and interests as well as the requirements and expectations of prospective employers. Counselors interview customers to assess employability, education, aptitude and interests. All partner services may be utilized in this process which results in the development of an individual employment plan and ultimately in rewarding employment. JOBsolutions counselors help job seekers understand and maximize their strengths and provide short-term vocational training and other assistance to improve skills and overcome weaknesses. Our counselors help job seekers to get and to keep the best job possible in the least amount of time.
Individual training accounts may be available to pay for short-term vocational training when the job seeker and counselor decide it is needed to provide the skills needed to expand career opportunities.
The Experience Works Program provides services to job seekers who are at least 55 years old and are determined eligible for the Senior Community Employment Program. Job Seekers may receive a training wage while receiving services including individual assessment and employment counseling. The training wage continues throughout the development of an Individual Employment Plan, job placement, job counseling and follow-up services. Participants needing to upgrade or acquire skills may be placed in public or private non-profit organizations where they receive training and assistance in transitioning to private sector jobs. The training wage is paid by the Experience Works program. Those customers lacking entry-level skills may also be eligible for short-term On-the-Job Training contracts, with The Experience Works programs paying 50% of the training wage.
Hancock County Job & Family Services conducts job search classes daily from 8:30 to noon at JOBsolutions. Class size is kept small (generally under 12 students) and the 5-day curriculum is taught in modules, allowing students to enter and benefit from the class on any given day. Instruction covers all the elements of organizing an efficient job search including basic resumes and cover letters which can be tailored for specific employers. After class time, assistance is available in contacting potential employers in the ‘telephone room’, where instructors can observe and help students get to the right person within an organization and then make a telephone presentation most likely to result in an interview. Once an interview is scheduled, Job Search Coaches can help with everything from researching the company to providing transportation. Help can continue after the student lands the job if needed to ensure success. Staff can help with professional or specialized clothing and necessary equipment, payment of license, certification and testing fees, pre-placement physicals and drug screening.
Most importantly, they will be there to support both the employer and the new worker during the first critical months on the job.
Job and Family Services also provides access to all public assistance cash and medical programs, Food Stamps, Child Care and emergency services through the JOBsolutins offices.
Owens Community College conducts 5 GED preparation classes each week in the JOBsolutions training room. Students work at their own pace according to their own needs with the assistance of the Instructor. This allows students to enter classes each week without waiting for scheduled sessions. All instructions and materials are free of charge.
Instructors and guidance counselors from Owens Community College will work with all of the JOBsolutions partners, doing academic assessments and testing needed to complete the best Individual Employment and Education Plans and establishing appropriate training goals for all of our customers.
Ohio Rehabilitation Services Commission (ORSC) has program staff in the JOBsolutions offices 22 hours each week, and will schedule additional individual appointments as needed to provide employment and trainng services to JOBsolutions customers with disabilities.
ORSC counselors coordinate in-depth specialized assessments of each JOBsolutions customer with special needs associated with a disability. An Individual Employment Plan is developed to help customers prepare for careers consistent with their interests, skills and abilities. The Plan is supported by additional services which can include: medical/physical restoration/treatment , development of language and communications skills such as hearing devices, training in speech reading, speech correction, sign language etc.
Training in personal and work adjustment and placement in appropriate post secondary education including short-term vocational programs and supportive services needed to complete training can also be provided under ORSC programs.
ORSC staff also provide Job placement and follow-up services, including job retention services for a minimum of 90 days from the beginning date of employment.
Ohio Department of Job and Family Services (ODJFS) Customer Service Representatives are on site every day. A business services specialist participates as part of our Business Outreach team, providing solutions to the workforce needs of area employers.
ODJFS staff provide employment counseling and job matching services using the State of Ohio labor exchange system as well as other partner services. Assistance is available to employers in submitting employment opportunities to the on-line labor exchange system and to job seekers in the use of the internet registration. Job seekers are informed of current job opportunities and referrals are made to prospective employers. ODJFS personnel also provide information concerning Work Opportunity Tax Credits and other supportive services to employers and job seekers.
ODJFS staff interview customers to assess employability, job retention skills, education, aptitude, job interests and job readiness to ensure employment goals are realistic. Services are coordinated with other partners to improve customer skills when needed to expand career opportunities.
ODJFS staff also provide occupational skills training and vocational education to individuals eligible for such services under the Trade Adjustment Act, and Veterans Employment and Training programs.
Millstream Career and Technology Center (CTC) provides short-term vocational education for a wide range of career paths. Millstream CTC educators and counselors are in the JOBsolutions offices every week helping customers to find the best path to their career goals.
Many of the adult vocational education courses offered at the Millstream Career Center may be funded through JOBsolutions administered Individual Training Accounts.
The Community Action Commission (CAC) of Hancock ,Hardin, Wyandot and Putnam Counties is on site every week. Low income JOBsolutions customers and their families can receive counseling and a variety of other services to find and keep their first, next or best job. Blanchard Valley Center (BVC) provides specialized counseling and assistance through JOBsolutions for customers with physical, emotional or developmental barriers. BVC staff can deliver habilitative services which entail the development and implementation of a comprehensive individualized plan. This plan specifies realistic goals and objectives based on the unique interests and abilities of each customer. Each individualized plan includes helping participants obtain the positive work skills and behaviors needed to become a productive part of the workforce. If needed, BVC counselors can teach a wide variety of Adult Basic Education skills, such as money management, budgeting, pedestrian travel training, community awareness and Customers may also have access to BVC job developments services. These services involve the marketing, procurement and development of community based training and employment sites.
Job Corps screener(s) complete comprehensive and specialized assessments and may utilize testing services available from other Partners to determine appropriate vocational goals and objectives for low-income customers between the ages of 16 and 24, who are potentially eligible for their training services. All Job Corps training activities occur at one of 118 residential sites. These sites provide the broadest possible range of basic education and vocational training opportunities. The Job Corps screener may enroll eligible JOBsolutions customers, work with them to determine the appropriate course of study and arrange for placement in a Job Corps Training Center.
Century Health provides emotional wellness and recovery programs dealing with a broad range of mental health issues. All services can be accessed through the JOBsolutions site. The focus of services made available in the JOBsolutions offices is on employment and self sufficiency. A Century Health counselor assists customers in the use of our resource rooms and other equipment and provides additional expert guidance and support whenever needed.
